A modernized retirement system can increase efficiency and flexibility in force management while continuing to recognize and reward the sacrifices of America’s military personnel. A unified retirement system serving both active and reserve personnel would allow for greater flexibility in using of reserve forces to meet mission needs. Earlier vesting of retirement benefits would extend benefits coverage to a greater number of service members, including the large number of junior enlisted personnel serving one or two terms of service. The targeted pays supporting the new system would permit the services to establish different career lengths across occupations and services.
