A state-by-state breakdown of Obamacare’s effectiveness yields a dismal record of failure and disgrace. States that received hundreds of millions in federal grant money to set up their own exchanges still have nothing to show for it. Plagued by technical glitches, malfunctions, and perhaps even outright fraud, these states’ attempts to implement Obamacare have been costly, time-consuming, and ultimately ineffective.
